VISION
|
Directorate of Purchase & Stores (DPS) endeavours to make the materials management process
efficient, transparent, time bound, user friendly to its stake holders and facilitate meeting the vision of
the Department for development of nuclear power technology and increasing application of Radiation
Technology.

OBJECTIVE
|
The objective of DPS as a service organization of Department of Atomic Energy, a multi-disciplinary
complex organization with various R&D and Industrial Units, is to support the constituent Units of the
Department by procuring equipments and materials of right quantity and right quality at right price and
right time from the right source and storing them following the right procedure adhering to the
Government rules and regulations and guidelines.

ACTIVITIES
|
DPS is vested with the responsibility of effecting procurement for various constituent units of
Department of Atomic Energy which primarily include R&D units namely Bhabha Atomic Research
Centre (BARC), Indira Gandhi Centre for Atomic Research (IGCAR), Variable Energy Cyclotron
Centre (VECC), Raja Ramanna Centre for Advanced Technology (RRCAT), Atomic Minerals
Directorate for Exploration and Research (AMDE&R), Global Centre for Nuclear Energy Partnership
(GCNEP) and Industrial units namely Nuclear Fuel Complex (NFC), Heavy Water Board (HWB) and
Board of Radiation & Isotope Technology (BRIT).
DPS
comprises four distinct cadres, i.e., Stores, Purchase, Administration
and Accounts . It is not only responsible for developing an efficient
procurement system, but also is entrusted with the handling of diverse
stores activities including logistics arrangements. A few of them are
highlighted as under:

- ensure availability of common stock items with an optimum inventory holding.
- ensure quality and quantity of supplies received.
- help accounts in releasing payment of suppliers in time.
- ensure safe and secured storage of service stores for the units with proper preservation.
- to ensure timely clearance of consignments received from road, rail, sea, air etc.
- physical distribution of consignments to various parts of the country.
- ensure proper packing and transportation for consignments meant for export.
- identifying slow moving, obsolete and unserviceable stores.

to dispose of surplus, obsolete and unserviceable stores and scrap by
following public policy especially with regards to public safety and
environmental concern.

CITIZEN CENTRIC APPROACH

In an endeavour to safeguard the interest of all the stakeholders involved in the procurement process,
Directorate of Purchase & Stores is committed as under:

- Issues concerning user community
- to arrange procurement of quality goods
- to endeavour to arrange supplies within the time frames required and resolve bottlenecks if any.
- to publish tender notices of all major items for giving wide publicity.

- Issues concerning suppliers
- to adopt consistent and uniform policies.
- to simplify documentation and procedure.
- to respond to communications within a reasonable time.
- to issue amendment to contracts where necessary.
